This article breaks down every line item in a 2026 Ukrainian surrogacy program, explains what is almost always included, what is commonly extra, and what to budget for contingencies.

The headline program fee

A Ukrainian standard surrogacy package in 2026 starts at $39,900. For that fee, you typically receive:

  • One IVF cycle (ovarian stimulation + egg retrieval if using own eggs).
  • Embryo creation by ICSI and blastocyst culture.
  • One embryo transfer to a pre-screened surrogate.
  • Surrogate compensation and monthly allowance for the nine months of pregnancy.
  • Standard prenatal monitoring and ultrasounds.
  • Vaginal delivery at a partner hospital.
  • Notarised surrogacy contract, legal and notary fees.
  • Birth certificate naming both intended parents.

Common add-ons almost every family pays for

The following items are not in the $39,900 tier and land on most final invoices:

  • PGT-A genetic testing — $2,500 to $4,000. Strongly recommended over age 35.
  • Apostille and translations — $600 to $1,200. Required for embassy use.
  • Your travel and accommodation — Ukraine visits typically total 4–6 weeks over the course of the program. Budget $3,000–$8,000 depending on your comfort level.
  • Additional embryo transfers — $3,500 to $5,000 each if the first transfer does not result in pregnancy.

Add-ons that apply only to some families

  • Guaranteed-baby program — $52,000 to $58,000. Unlimited embryo transfers, replacement surrogate if the first pregnancy does not result in a healthy live birth, extended insurance.
  • Premium VIP program — $60,000 to $65,000. Private VIP hospital, private driver, concierge accommodation for intended parents, dedicated lawyer.

A realistic total range for 2026

  4. Confirm insurance covers C-section and NICU. Read the insurance policy, not just a summary.
